Rapid growth challenges long term planning By DAVID HILL Planning for a booming population is creating some challenges. Waimakariri District Council chief executive Jim Palmer says preparing this year’s draft 20152025 Long Term Plan (LTP) has been difficult, as the council is unsure how much longer the district’s rapid population growth will continue. The rapid growth means the district has already exceeded one of Statistic New Zealand’s population projections. ‘‘We always start with Statistics New Zealand as a basis for long term predictions. They have set three predictions for what the district could look like in 2045,’’ Mr Palmer says. ‘‘Their low prediction was 53,000, which we have already exceeded. The medium prediction is 73,500, with a high end prediction of 94,000. The district’s population is now 54,000, which represents huge growth in the last 30 years from 25,000. ‘‘Most of our population growth is from net migration, both from within New Zealand and from overseas, so future growth will depend a lot on the world geopolitical situation and New Zealand’s migration policy,’’ Mr Palmer says. He says in the past Waimakariri has tracked somewhere between Statistics New Zealand’s medium and high end predictions. ‘‘We had some discussion of whether to go with the medium or high end predictions or somewhere in between, but we have gone with the medium prediction at this stage. We think growth may be
affected by congestion issues over the next three to five years, which may prompt people to move back to the city. Certainly Selwyn and Waimakariri are favoured by many, but there are moves towards more infrastructure in the central city and we support that. We believe there needs to be a strong central heart in Christchurch.’’ Based on these assumptions, Mr Palmer says the council predicts the population to grow to around 63,000 over the next 10 years and to around 75,000 by 2045. This means the district will probably need at least another 4000 houses to be built over the next 10 years. The majority of the growth will be around Rangiora, Kaiapoi, Woodend, Ravenswood and Pegasus. ‘‘To the east of Rangiora there could be significant further development, but there may also be constraints due to the risk of flooding,’’ Mr Palmer says. Growth to the west of Rangiora is limited to Lehmans Road at present, so the council will need to review its infrastructure provisions to enlarge the area available for residential housing. Mr Palmer believes Kaiapoi has a natural population limit of around 14,000 due to land around the town being prone to liquefaction and flooding. Major growth is expected around Woodend, Ravenswood and Pegasus with the potential for more than 1000 sections becoming available over the next few years, requiring more sewer ponds and mains in Rangiora and to service Woodend and Ravenswood over the next 10 years. Fire skills sharpened By AMANDA BOWES Rural fire fighters were out in force last Saturday on the Waikari Village Green. But they were not waging war on fires. Instead 43 members from the Waiau, Motanau, Waikari, Hawarden and Scargill Rural Fire parties were honing their skills and training with helicopter pilot Bill Hales from Alpine Springs Helicopters and Paul Fechney from the Department of Conservation in Rangiora. With tinder dry conditions and sweltering heat, it was an ideal time for the more experienced fire fighters to refresh their knowledge and for the newer recruits to learn vital skills. Filling a monsoon bucket with water from a tanker and a pond, while Bill Hales kept the Hughes 500 under steady control, was a new experience for many of the rural fire officers. unloading the helicopter while it hovered a mere few feet above the ground. Gary Millar from Waikari Rural Fire, says Bill is an extremely experienced pilot and spent a lot of time going over safety measures with the fire fighters, before they began the practical training. ‘‘It was important the guys know how to load, unload and get in and out of the helicopter while it is hovering very near the ground. In a real situation where the helicopter is needed, it is more likely the fire fighters will be going to places where it can’t land, so have to be ready to jump out, along with the gear,’’ says Gary Millar. With practice, the fire fighters were filling the monsoon bucket in 10 seconds or less, giving the helicopter pilot a fighting chance of helping douse a real fire. Fire fighters, who turned out in greater numbers than expected, were tested on what they had learned, with everyone passing two unit standards.

Fire risk forces closures By ROBYN BRISTOW Stay vigilant and ‘‘we will all get through this’’, says Hurunui district principal rural fire officer Allan Grigg. ‘‘I can’t stress the high level of risk at the moment. But if we all play our part we can get through this. Stay vigilant people, stay vigilant,’’ he says. His plea comes as roads and tracks are closed around Hanmer Springs to lessen the risk of fire. The Rainbow Road was closed on Tuesday while the Hanmer Springs Forest Track Network excluding the Heritage Forest tracks located within Heritage Block south of Jollies Pass Road was closed on Monday along with the Conical Hill Reserve and walkway, Woodland Reserve, Clarence Valley Road the road that leads up over Jacks Pass and into the St James Conservation area and Jollies Pass Road from the point past the Hanmer Cemetery where the road is gravel and leads over Jollies Pass. They are closed to vehicles, walkers, cyclists and horse riders. Hurunui district councillor Jason Fletcher says it is critical that those who have made plans to utilise any of the track network or intend to visit the Molesworth and St James areas understand that there will be no access into or from the usual Hanmer Springs access points. ‘‘As this is a weather dependent situation forced upon us due to current extreme conditions there is no way of knowing exactly when closures will be uplifted however the situation will be monitored closely,’’ he says. Areas closed earlier Chatterton Road, McIntyre Road and the Woodland parking area around the Department of Conservation offices will continue to remain closed as well. Mr Grigg urges people to keep the grass mowed or grazed along their boundaries to limit potential fire spread, remove dead vegetation, clean roofs and gutters, trim

Mr Palmer says Oxford is also under going a resurgence, with potential for more growth. He says there is ample room for business expansion to service the growing population, with more than 100 hectares of land zoned for business, but not yet converted, with the majority in Southbrook. Town centre recovery in Rangiora and Kaiapoi remains a high priority. The Waimakariri District Council has set aside an extra $4 million over the next two years for recovery and ongoing development projects in the Rangiora town centre in the draft 20152025 Long Term Plan (LTP). An additional $1 million has been budgeted for similar projects in Kaiapoi to be spent over the next 12 months. Mayor David Ayers says most of the money in Kaiapoi will be spent on the
Hilton and Williams Streets intersection. In Rangiora funding includes the council’s contribution of $4 million towards the cost of a parking building within the north of High Street precinct. The council has also set aside $23 million for infrastructure work, mostly for sewer upgrades in Rangiora, but also a treatment upgrade in Woodend. The draft LTP is due to go out for public consultation next month.

go on their way not realising a fire’s started behind them. ‘‘Not mowing our rural roadsides does add to the fuel risk burden, but we have been keeping the grass trimmed up until now, and the dry conditions are limiting the growth anyway. ‘‘Things may look a little scraggly for a while but the risk of mowing is riskier than not.’’ Mr Grigg says the fire environment has reached the point where it has become extremely dangerous and high risk to use a mechanical mower to top paddocks and mow road sides and urges caution when using machinery such as weedeaters, tractors, grinders, welders, chainsaws and fourwheeldrive vehicles. The Council will continue to mow the townships’ grass berms, parks and reserves on a casebycase basis and if its contractor deems them not to be a risk. Householders wanting to mow their property are best to do so in the morning when there is dew on the ground and temperatures are cooler. Farmers and lifestylers are also being asked to consider temporarily fencing their grass berms and grazing the ‘‘long acre’’ to help keep fuel loads down.

and thin trees, plant low flammability species and remove rubbish. He wants people to make sure their gates and driveways can fit a 20 tonne three metre high and three metre wide fire truck through them and that water points are clearly marked. Mr Grigg also wants people to recheck that their electric fences are in good nick and are at no risk of arching or earthing out and causing fire. Meanwhile the Hurunui District Council has stopped mowing the edges of the roads outside of the townships, because the fire risk is too high. Mr Grigg says there has already been instances where this has happened in the past few weeks. ‘‘The risk of accidental ignition is extreme. ‘‘Here in the Hurunui, the current dry conditions and plentiful fuel would cause any fire to spread quickly and could take weeks to put out. ‘‘Drivers also need to be alert to the risk that their vehicles pose in the current extreme conditions. Even pulling over to the side of the road to answer their phone, or read a map could be disastrous. Hot exhausts or sparks from an exhaust can ignite the dry grass, and then the motorists

Horses to be honoured

Horses, the fourleggedheroes from World War 1, will be commemorated at a weekend of events near Mt Thomas next weekend. The community is invited to help recognise the role of military horses in WW1 on Saturday and Sunday, February 1415. The event will culminate with a memorial service at 1pm on Sunday at the Birch Hill Station Cemetery, where a rare memorial to the horses stands. Event organiser Thereza Rosanowski came up with the idea for the event six months ago when she read about the stone memorial and plaque at Birch Hill Station and realised there were no events being planned locally to recognise the horses’ efforts. ‘‘Anzac Day is growing in interest, but there’s nothing to recognise the 10,000 New Zealand horses which went to war. They yielded their last traces of energy to honour the duty placed upon them they deserved a medal but were never given one.’’ Just four of the Kiwi horses returned home after the war, with many dying from disease or injury, often due to the severe heat in the Middle East and their workload. Most of those which survived the war were shot, sold to Egyptians or retained by the British military as they were unable to return home due to their health, quarantine regulations and the long journey. Birch Hill Station, which was managed by LieutenantColonel Edward Millton from 1879 until his death in 1942, commissioned the stone monument and plaque in a cemetery he established on the station in 1937, in memory of the 10 men that served from the station and to the horses of the 8th Regiment of the New Zealand Mounted Rifles. To recognise the efforts of the horses, three events have been planned over the

Planning for the next big natural disaster is an essential part of long term planning. Speaking at last week’s draft 2015 to 2025 Long Term Plan (LTP) deliberations, Waimakariri District Council chief executive Jim Palmer said ‘‘planning for ongoing resilience’’ needs to be a priority for the council. He says the damage from a major alpine earthquake could cost ratepayers more than $170 million. This compared to the $127 million cost to council from the earthquakes of 2010 and 2011, although ‘‘a good chunk of that was improvements’’. To help plan ahead more ‘‘borrowing head room’’ is needed, Mr Palmer says. To set some targets, council staff considered two scenarios: one with insurance and one without. If the council’s infrastructure has adequate insurance cover, this could still leave the council with a shortfall of $32
million, which could covered through borrowing. If adequate insurance cover is not available, ratepayers could face a shortfall of up to $90 million to recover, so a plan to fund around $69 million through borrowing and to prioritise recovery projects would allow the district to get back on its feet, Mr Palmer says. ‘‘It gives us some comfort that if the worst happens, and it will happen at some point in our future, that we have the ability to recover.’’ The council has also set aside $6 million over the next eight years in the draft LTP to support any red zone projects, subject to whatever is decided by the government. ‘‘We don’t know what the government is going to contribute, if anything, so there are a lot of question marks over what will actually be required. But it would be prudent to set something aside, ’’ Mayor David Ayers says. The draft LTP is due to go out for public consultation next month.
Light rail out, park in Light rail is not on the agenda for Waimakariri in the short term. While Mayor David Ayers says passenger rail from Rangiora and Kaiapoi to Christchurch is something the district may need to consider in the future. But it has not been included it in the Waimakariri District Council’s draft 20152025 Long Term Plan (LTP). However a ‘‘park and ride infrastructure’’ has been included in the draft, including the possibility of a $4 million parking building in Rangiora. ‘‘It is all part of identifying where the opportunities are. We already know where the Rangiora railway platform is, but it will need to be looked at in Kaiapoi as part of the future town centre work. ‘‘But our planning is mainly aimed at
buses at the moment,’’ Mr Ayers says. Chief executive Jim Palmer agrees, saying light rail remains an option for the future. ‘‘We need to provide ‘park and ride infrastructure’, whether bus or train. It’s certainly something we are turning our mind to. ‘‘At this point in time we are probably looking more at buses.’’ Mr Palmer says roading and commuter options are particularly important in Rangiora, given the town’s ballooning population, particularly how to connect traffic from west Rangiora with the motorway. A major cash injection is also planned to help prevent future flooding in Waimakariri, with $17.5 million to be set aside over the next 10 years for various projects across the district.
Multi-court facility A new multicourt sports facility in North Canterbury will not become a reality for another six years at the earliest. The Waimakariri District Council has included the option of a new stadium in its draft 20152015 Long Term Plan (LTP), following its deliberations last week, but the date has been pushed back from 2018 to 2021. However, the council has set aside $20 million for the project. A multi court
sports facility was previously included in the last LTP in 2012, with $5.1 million set aside. Mayor David Ayers says the stadium project will now be revisited in the 2018 LTP, with the council to undertake ‘‘a more thorough scoping study’’ in the meantime. The council proposes building the new stadium at the Maria Andrew Sportsground, next to the Rangiora Showgrounds.

Passion for ICT Waikari School’s Principal, Yvonne Blair, would like to see pupils access their learning from home if needed. The former Principal of Kumara School on the West Coast started in Term Four last year and says Waikari has lots of similarities in terms of size, environment and atmosphere. With children and grand children living in Canterbury, Yvonne decided a move across the main divide was due so she could be nearer her family. Having always been involved with small schools, Yvonne brings a wealth of experience to Waikari. She is living in Christchurch, but hopes to shift somewhere that will be half way between Christchurch and Waikari. Her passion is Information,
Communication and Technology (ICT) and her dream is to upgrade the technology available to staff and pupils. She is also passionate about teaching and learning in small schools and is interested in how smaller schools can develop modern learning spaces. One idea she is exploring, is rather than have segregation of age groups she is looking at different rooms for different purposes for example a ‘‘quiet room.’’ Yvonne says she is enjoying Waikari School, with its family atmosphere. ‘‘The teachers are also good dedicated teachers with mutual respect and a willingness to learn. I am looking forward to the rest of the year.’’

Finance and business support manager Jeff Millward reported to council that over the last 25 years the council had invested an average of 2.5 per cent each year in funding for depreciation and the compounding effect. ‘‘This means that when an asset is due to be replaced more cash is available than is required to fund the asset replacement. If we continue with the status quo we will have collected too much cash. Therefore rates can be reduced so that only sufficient funding is available for asset replacement.’’ In the event of there being a future funding shortfall as a result of this change in policy, this could be loan funded, which is a form of ‘‘intergenerational equity’’, Mr Ayers says, which means sharing the costs with future generations who will benefit from the improvements. Council staff expect to have an Infrastructure Strategy public consultation document prepared to be approved by the council by the end of this month. It will then be presented to Local Government Efficiency Taskforce for approval.

Preparing a 30year infrastructure strategy has produced some benefits for the Waimakariri district. The Waimakariri District Council has prepared an initial draft 20152045 Infrastructure Strategy for the first time to meet the requirements of the Local Government Act and has already identified potential savings. ‘‘The infrastructure strategy looks at the whole life of our pipes, community buildings and roads,’’ Mayor David Ayers says. ‘‘When we look at our assets a lot of them are actually quite new. For a lot of them, we look at renewal over 100 years and not just the 30 years, and it now looks like we can change our approach to funding depreciation.’’ Mr Ayers says any changes to how depreciation is funded is something other councils throughout New Zealand would need to discuss for themselves, ‘‘but we think it’s a sound approach’’. ‘‘What we would like to do is fund it at a lower rate, but we will still fund it over 100 years.’’ Changing the way depreciation is funded was first mooted in the 2012 to 2022 Long Term Plan and

Rural health high Draft Long Term plan council focus on the agenda I had an insightful meeting last week with the chief executive of New Zealand Rural General Practice Network on providing assistance to our rural GPs, who are often the first point of support for our farmers. I was interested to hear that, when it comes to men accessing information and help from prostate cancer to their mental health on average, they still do this through women. It’s the wives or partners, sisters and mums who make the connections for them. And even with increased access to the internet in rural areas, this still holds true. I’ve been out and about in the rural areas lately and am currently assisting residents’ groups in two areas with their issues around rural expectations. In the one instance, it has meant navigating through the options in a multiagency approach. In the other instance, it was a case of facilitating an outcome that had very concrete results. But the common factor in both was that

Last year was a productive year for Treaty settlements with three agreements in principle signed, five deeds of settlement signed and eight Treaty settlement bills went through the House. There are a lot of encouraging indicators that are benefitting Maori and which are the fruit of a lot of hard work since 2008, working with our partners, to help Maori succeed across a number of areas. I look forward to celebrating these gains with you tomorrow in Kaiapoi. I’ve bought my hangi tickets and it’s going to be a great day out in the community.
The Council spent a large part of last week approving a Draft Long Term Plan to be finalised later this month before going out to ask ratepayers and residents their views. After that consultation, we will have another look at it, make adjustments in response to that consultation, and then finalise the Plan towards the middle of the year. The Long Term Plan describes how the council is going to raise money and spend it over the next ten years and is renewed every three years. This year’s plan has proved particularly challenging and the staff led by chief executive Jim Palmer had done an excellent job in drawing up budgets prior to our considering them. New earthquake recovery work has appeared, particularly in allowing money for the restoration of the Kaiapoi and PinesKairaki Red Zones. We don’t own this land but we need to be prepared if the Government expects the Waimakariri community to contribute.
Another challenge is a major flood remediation programme in various parts of the District. This was started after the June 2014 floods, but there is a lot of work to do and we have funded a tenyear programme. The proposed introduction of a threebin refuse collection system remains that, a proposal, at this stage and we are still keen to hear people’s views. We are also looking to see if we can introduce an element of personal choice. If it is introduced, it will have an impact on rates in 201617. The projected average rate rise is 4.1%, slightly higher than what was projected three years ago. The main contributor to that is the emergence of needed flood work. It must be strongly emphasised, however, that this rate rise will vary across the district depending on where particular programmes fall and on the varying mix of uniform charges and ratesinthedollar that different parts of the community pay. Community safety focus Community safety and stronger community connections are the two focus areas that a local Alliance of community groups is passionate about improving in the Hurunui district this year. The Alliance is planning activities to help improve community safety and strengthen community connections and is inviting residents to take part in a short community wellbeing survey over the next eight weeks to track the progress being made. Survey forms are available in all medical centers throughout the district and online via a link on the Hurunui District Council website. Residents who complete the survey will go into the draw to win one of two family passes to the Hanmer Springs Thermal Pools. Winners will be drawn on March 31 and published in The News soon after. The move follows an invitation in early 2014 for residents to have a say on ways social support could be improved in their community with one of the issues raised being the changing demographic makeup in the Hurunui district following the
Canterbury earthquakes with people moving out from central Christchurch to find housing. This rapid change alongside the significant development of the dairy and wine industries, hospitality and other agricultural sectors resulted in concern being raised about people experiencing isolation and not always knowing their new neighbours. These findings helped inform the Hurunui Community report commissioned by the Greater Canterbury Community Response Forum launched in August last year and which is available on the Hurunui District Council website. The Response Forum was established by the former Social Development Minister, Paula Bennett late last year. It has now provided a platform to communicate top priorities to Government with the Hurunui Community report being submitted to Ms Bennett late last year. Busy month for pony club February is a busy month for the Kaikoura Pony Club. The small club is hosting its two biggest events of the year over the next four weeks, beginning with the club’s mini show on Sunday, February 15, and later the Kaikoura Jumping Day on Sunday, March 1, the day after the Kaikoura Agricultural and Pastoral Show, which also features jumping events. Before those events, Kaikoura has three riders competing in the New Zealand Showjumping Championships at McLeans Island, near Christchurch, this weekend, including Adam and Jack Ford and Jessie Vaughan. Committee member Shona Harmon says the two events are the club’s main fundraisers each year. Past club events have attracted riders from Hurunui and Marlborough. ‘‘We used to get a lot more people coming here than we do now, but people from Blenheim and Cheviot don’t need to travel as much as our kids to get the competition.’’ The jumping day on March 1 is likely to attract a better turnout, as it is part of the North Canterbury pony circuit. Mrs Harmon says the club hosted a successful summer camp during January 57, with 12 local kids aged 816 years taking part in farm riding, games, some flat work, showjumping, cross country jumping and trekking. ‘‘We were very lucky with the weather. The only rain we got came as we were

Rangiora’s main business has been boosted by the opening up of the footpath outside of former Junction Hotel, better known as Robbies. Containers were removed and the footpath reopened at the end of last month and was replaced by a colourful container, painted by students from the Rangiora

The opening of the footpaths follows strengthening work to the heritage facade of the former hotel reaching a point where it is safe to reopen it for pedestrian access. The side walls have been removed and remaining structure strengthened.

Long-time MainPower employee, utility worker Neville Wade, was recently named the winner with his hinged stacking device. Neville’s device makes it easy to load and unload traffic management cones safely. He designed and made a prototype device himself to suit his flat deck work truck. Police to check boaties Kaikoura boaties are the focus for a Waitangi weekend campaign. Boaties heading out on the water at Kaikoura over the Waitangi Day weekend should not be surprised by a visit from the Wellingtonbased police launch, Lady Elizabeth IV. Maritime NZ is teaming up with the New Zealand Police and Environment Canterbury for a recreational boating safety campaign aimed at ensuring boaties are aware of safety guidelines and following lifejacket rules. Environment Canterbury’s navigation safety bylaw requires boaties on vessels less than 6m in length to wear a lifejacket at all times when they are under way. Failure to do so can lead to a fine of $300 for the skipper and $150 for any crew or passengers not wearing approved lifejackets. Maritime rules make it the skipper’s legal responsibility to ensure that lifejackets are worn on board any size of recreational vessel in situations of heightened risk, such as when crossing a bar, in rough weather or water, or during an emergency. Maritime NZ’s Assistant Regional Compliance Manager South Domonic Venz, said the Waitangi weekend joint operation follows a similar visit to Marlborough Sounds over New Year. ‘‘We visited more than a hundred boats in the Sounds, and generally there was very good compliance with lifejacket rules,’’ said Domonic. ‘‘But we were able to provide some good advice to people on other essential equipment. ‘‘One person had a distress flare on board with an expiry date of 1991 at that age a flare can be very unstable and could well have started a fire that destroyed his boat in his garage, let alone being a risk on the water.’’ Expired flares should be taken to the nearest police station for disposal.

Gary Manch, Navigation Safety Officer for Environment Canterbury, said while the focus of the Kaikoura operation is to provide information, action will be taken if boat users are found to be operating in an unsafe manner. ‘‘Navigation Safety Officers are responsible for educating people about water safety and can issue infringement notices to those who don’t comply with navigational safety bylaws. We can also ask a skipper not to go out on the water due to the condition of the weather, sea, vessel or crew.’’

Gallery marks 5 years Five years after first opening its doors to the public in February 2010, Arts in Oxford has welcomed more than 80,000 visitors to 58 exhibitions and shown the art of hundreds of artists. Among the huge variety of exhibitions that they have held over the past five years, some in particular stand out for gallery manager Rachel McRobb. ‘‘In 2011, following the February earthquake, we were privileged to be able to host ‘Moving On’, an exhibition that showcased artworks from a great many of Christchurch’s earthquake affected artists, many of whom had lost their studios, artwork and equipment.’’ The Oxford Art Fair, held in December 2013, showcased local artists’ work and there were several of the artists holding demonstrations in the gallery and our artist workshop which had been built earlier that year. In July last year the gallery hosted its inaugural Children’s Art exhibition, featuring artworks by local children. The gallery’s proceeds from the sale of the children’s artwork was donated back to the schools to purchase art equipment. To celebrate the fifth anniversary, the gallery is presenting ‘‘Art of Two’’, an exhibition by two Canterbury painters with strong connections to Oxford and the North Canterbury region. Philip Trusttum, one of New Zealand’s most recognised contemporary painters and Arts in Oxford’s patron, presents a collection of new mixed media works which are being displayed alongside recent works from the studio of Oxford artist and Arts in Oxford’s founding director Brent Firkin. Ms McRobb says the official opening of Arts in Oxford, by the then Minister of Arts, Culture and Heritage Chris Finlayson, on February 25, 2010, followed years of planning, fundraising, donations from founding members (many of them locals) and a generous donation

Art & music in scenic garden Julie and Melville Syme’s Kaikoura garden provides the perfect backdrop for a family day out. The Syme’s ‘‘Fifeshire’’ home on Fyffe Quay will once again host the third annual Seaward Kaikoura Lions Art and Music in the Garden on Sunday, February 15, from 12pm to 6pm, with this year’s proceeds going to support the Kaikoura Integrated Family Health Centre fundraising efforts. Mrs Syme says she is hoping for more than 200 visitors, with artists and musicians coming from as far afield as Amberley and Hanmer Springs in the south and Picton in the north. ‘‘Last year it was a drizzly day and we still have 160 people, as well as the entertainers, so we should get a couple of hundred this year but we can cater for a much bigger number than that.’’ She says $3000 was raised last year, so
they are hoping to make more $5000 this year. The Fifeshire property covers nearly two acres, including a hill section and a woodlands walk, and won the Kaikoura Garden Club’s country garden award last November. It has scenic views and is also a popular wedding venue. ‘‘We don’t advertise it for weddings people just turn up and ask if they can have a wedding here,’’ Mrs Syme says. ‘‘People can’t believe how beautiful it is and it’s looking quite good at the present time.’’ She says art and craft stalls will include sculptures, paintings, jams, mosaics and ‘‘hopefully a candlemaker to name a few’’. Stalls are still being accepted and cost $5 each, plus 10 per cent of the sales. Entry to the public costs $10 per person at the gate, with afternoon tea included.

Old fashioned picnic returns Summer fun is returning to Mandeville. North Canterbury Neighbourhood Support (NCNS) is bringing back an ‘‘Old Fashioned Family Picnic’’ at the Mandeville Sports Centre on Sunday, February 15, thanks to support from the Summer of Fun programme, which is funded by earthquake relief funding. NCNS coordinator Caroline Faas says the family picnic was a popular event in Mandeville in the past, but has not been held since 2011 due to earthquake issues and a lack of funding. ‘‘It’s a completely free day there is no cost and nothing to purchase. It’s an opportunity for families to come along and have some fun.’’ Caroline encourages families to bring a picnic and their cricket set or frisbee and join in the activities. Arena training minimises injury By SHELLEY TOPP Debra Jowsey is a big fan of arena training for horses. She liked the idea so much she convinced her husband, Mike, to bulldoze part of their commercial cherry orchard to build a 100m by 35m allweather, sandfilled arena. Mike and Debra own Gracebrook a multipurpose farm in Ashworths Road, Amberley. Every summer they open their orchard up to the public to PYO cherries. They also run a Country Shop on the property, sell rarebreeds poultry, run farm stay and holiday home accommodation, breed show horses, and run an equestrian centre at Gracebrook. The equestrian centre opened in September 2009. Debra said arena training was a great option for horses any time of year because the cushioned surface ‘‘minimised the risk of injury’’. ‘‘All those recreation riders need to consider arena training this year because the ground is so hard,’’ she said. Debra wanted to build the biggest arena she could in the space available at Gracebrook. That meant some of the cherry trees had to be sacrificed. ‘‘We had to shift the cherry orchard sideways to make way for the arena,’’ Debra said. ‘‘It made the cherry orchard smaller but gave me the arena size I needed.’’ Building the arena was a huge project. ‘‘It’s like building a road. You have to remove all the topsoil, and it has got

It cost us a huge amount of money, but we are so pleased we did it.’’ The arena provided an ideal training surface, particularly this year with such a hot dry summer making the ground so hard. Debra’s own horses Barbie and Peace are trained on the arena and were ‘‘competing at a high level.’’ The equestrian centre at Gracebrook also has a crosscountry
pretraining and training course with more than 50 jumps over three levels, an 80m x 60m irrigated showjumping arena, access to the Kowai River, and a 4km ride to the beach.. The equestrian centre was used for schooling horses, pony club training sessions, as well as show jumping and hunting practice, Debra said. The facilities are available for hire and last month Sarah Rolston held a successful western riding training clinic at Gracebrook.

Others come just for the day to use the facilities or take a ride along the beach or through the forest. ‘‘All sorts of people have horses,’’ Catherine said. ‘‘Meeting them was a really interesting part of our business. ‘‘We’ve had a few training days, which are like informal competitions. ‘‘We had a children’s day before Christmas. That was really good.’’ ‘‘We are really pleased with the arenas,’’ Catherine said. An irrigation system has been set up so they can be watered every night. It was very important to have the surface just right, ‘‘ like a training track’’, Catherine said. ‘‘We have tried to mimic the beach surface,’’ she said. ‘‘Everyone seems to really like it.’’ The Butts have also employed a fulltime manager at the centre, Devon van Til, who cares for the horses agisted there. An experienced and highly skilled horsewoman, Devon also gives riding lessons at the centre, trains her own horses there and and takes groups on beach and forestry rides.

When Catherine and David Butt bought 30 acres at Woodend Beach in 1999, it was a rundown dairy farm with a lot of work to do. Since then the North Canterbury harness racing trainers have acquired more land and created a stateofthe art harness racing training centre, specialising in beach training, but with an 880m allweather training track, a 500m sand jogging track and an equine swimming pool. Along the way they scooped up the 2004, 2006 and 2007 harness racing training premierships. Their success convinced other trainers to also try their luck beach training. They now rent training facilities to other top trainers, their son Bob Butt, Robert Dunn, Mark Jones and Regan Todd. Over the years Catherine and David kept a close eye on the‘‘dairy runoff’’ property next door to theirs. The farm always had fields of lush green grass, even in the hot, dry summer months, without irrigating. The Butts thought it would make a perfect agistment property to complement their training establishment. They asked the owners to give them first option on the 140acre property. Instead, the land went on the market for possible subdivision, but the Butts bought it in March 2013. Once again there was a lot of work to do. The fencing needed replacing and parts of the property were covered in gorse and broom. They set about converting it into an agistment property, but weren’t having much luck attracting clients so they decided to go a few steps further. They developed a purposebuilt livery with training facilities instead. Birchbrook Equestrian Centre is the result. The centre has two allweather sand arenas, a 70 metre by 70 metre one for jumping, and a 60 metre by 20 metre fully marked one for dressage work. It also has a 930metre heavy sand track for conditioning work, purpose built paddocks with shelter, water and lockable tack rooms, and easy access to beach and forestry riding. Summer dry leads to water restrictions At a time of increasingly dry weather and low river flows, Environment Canterbury (ECan) is reminding farmers to make sure they irrigate efficiently when they are permitted to do so. Farm day supports alzheimers By SHELLEY TOPP Wee Dram Farm Park opened its gate up to the public for a special cause last Saturday, to raise funds for Alzheimers Canterbury. The farm’s ‘‘Forget Me Not Family Farm Day’’ at Fernside, near Rangiora, attracted more than 400 people. An entry fee of $7 was charged with $5 from each ticket going to Alzheimers Canterbury, as well as other funds raised on the day from raffles, donations and gold coin donations for facepainting. Wee Dram Farm coowner Jason Findlay said they were pleased with how the day went. ‘‘Everyone seemed to enjoy the day,’’ he said. ‘‘It was great to have good weather. Not

Country earns challenge Canterbury Country won its three day zone cricket final against Nelson, to claim the right to challenge for the Hawke Cup. Things looked good early on as Country took early wickets and dismissed Nelson for just 170. That looked a monumental total when Country was reduced to 62 for the loss of six wickets. But a wonderful 140 from Canterbury representative Henry Nicholls, who was well supported by bowlers James Tapper and Will Williams, got them through to the vital first inning win. Nelson then looked to progress the game, but were undone by a wonderful bowling effort from spinner Jeremy Benton. Benton claimed seven wickets bowling unchanged for 32 overs.
